Is a Tourism Permit (Short-Term Rental Permit) Required?

1. What is this permit?

This permit is an official authorization required to rent residential properties for tourism purposes for periods of 100 days or less.

It confirms that your property operates in compliance with short-term rental regulations.

  • Authorized authority: Ministry of Culture and Tourism of the Republic of Türkiye

  • Applications: Submitted through the Provincial Directorates of Culture and Tourism


2. Is obtaining this permit mandatory?

Yes. In Türkiye, obtaining a Tourism-Purpose Residential Permit is mandatory in order to offer short-term (daily or weekly) rentals.

Rentals conducted without this permit may result in administrative fines and the removal of listings from rental platforms.


3. How do I apply?

Applications can be submitted using one of the following methods:

  • Personally by the homeowner via the e-Government (e-Devlet) system

  • Through an authorized individual or company acting under power of attorney

The application process generally includes the following steps:

  1. Log in to the e-Government system

  2. Select “Tourism-Purpose Residential Permit Application”

  3. Enter the property details

  4. Upload the required documents

  5. The application is reviewed by the Provincial Directorate of Culture and Tourism

  6. Upon approval, a property-specific permit number is issued, which must be displayed in all listings


4. What documents are required?

The following documents are typically required (requirements may vary by province):

  • Title deed (proof of ownership)

  • Identification information

  • A declaration confirming that there is no building management decision prohibiting short-term rentals

  • Consent from co-owners (if required)

  • Declaration of compliance with fire safety and security requirements

The Provincial Directorate of Culture and Tourism may request additional documents if deemed necessary.


5. Is Apartment / Residential Complex Approval Required?

Yes. To offer short-term rentals in independent units located within an apartment building or residential complex, unanimous approval from all co-owners is generally required.

This approval must be declared during the permit application process.


6. How Long Does the Process Take?

The evaluation of applications typically takes several weeks.
If the required documents are missing or incomplete, the process may take longer.
